I think there must be an error with this graphic – or at least it may be misleading. Social security and medicare do not constitute “discretionary spending”, although there may be an intentional obfuscation of this fact with the words “administration of” in the last part of the caption. I don’t think anyone seriously doubts that entitlement reform is the major budgetary issue facing the US.

The point of the graphic rather is illustrating the astronomical amount of that spending that is devoted to purely military motives.
